NEZALEČIVE RANE
WOUNDS THAT CAN NOT BE HEALED
Kasetne bombe su međunarodnim ratnim pravom strogo zabranjene kao nehumano oružje, jer se njihovo dejstvo zasniva na uništavanju žive sile, ali tako da ljudima nanose veoma teška telesna razaranja, kaže dr. Milan Škulić, asistent na katedri za krivično pravo Pravnog fakulteta u Beogradu.

Ove bombe su napravljene tako da se u vazduhu rasturaju na veliki broj manjih delova, a svaki deo se rastura na još manje delove tako da njihova razorna moć pokriva veliku površinu i usled toga nanose teške gubitke. Međutim, njihov cilj je prvenstveno da ljudima nanesu teške rane, pre nego da ih usmrte. Da bi se ti ranjenici zbrinuli, potrebno je mnogo veće angažovanje stanovništva i medicinskog osoblja. Drugo, veći broj ovako ranjenih nikada ne može da se oporavi od tih rana, tako da se zemlja samo iscrpljuje naporima za njihovo lečenje - kaže dr. Milan Škulić i objašnjava da kasetne bombe mogu da se ispuštaju iz aviona, zatim raketama "zemlja-zemlja", raketama "vazduh-zemlja", zatim gravitacionim bombama ili čak topovskim granatama.

Naš sagovornik smatra da javnost treba da bude upoznana sa nehumanošću agresije zločinačkog NATO pakta na našu zemlju, ali i da informacije o dejstvima kasetnih bombi ne treba da stvaraju strah i paniku među građanima, koji treba da budu na oprezu i mirno odlaze u svoja skloništa.

Međutim, ima građana koji za vreme trajanja vazdušne opasnosti ne idu u skloništa, a dr. Milan Škulić konstatuje da je to samo još jedan vid moralnog otpora i čuvene srpske hrabrosti, ali savetuje građanima da poštuju pravila ponašanja u ovim uslovima i slede uputstva Gradskog centra za obaveštavanje.

The usage of cluster bombs is rigorously forbidden by international regulations of war as non-human weapon, because their effect is based on live force destruction, but in such manner to cause severe injuries to people, says Milan Skulic, assistant to Chair of Criminal law on Law school of University of Belgrade.

These bombs are designed to spread in the air after explosion into many small pieces, whereas each piece further spreads into abundance of parts. Therefore large surface is disposed to destruction and hard losses. But, the main goal of the weapon is to cause severe wounds, rather than to cause death. Broad engagement of civilians and medical stuff is necessary in order to proffer medical care to those wounded. Furthermore, number of wounded persons will never recover from suffered injuries, and the country will only exhaust its efforts and resources to heal them. Mr. Skulic explains that cluster bombs may be fired off from the aircraft, on "land-land" missiles, on "air-land" missiles, by gravity bombs and artillery grenades.

The opinion of Mr. Skulic is that the public must be aware of non-human nature of NATO aggression to our country, but at the same time the information on usage of cluster bombs should not increase fear and cause panic among citizens. Citizens are advised to be careful and calm and to go to shelters.

But there are people who does not go to shelters during the air attack, and Mr. Skulic concludes that this is their own way to show moral resistance and far known courage of Serbs. Nevertheless, Mr. Skulic highly recommends people should obey the rules and behave properly in these circumstances, as well as to follow instructions of Municipality information centre.
