Kineska vlada je danas objavila da će, zajedno sa ostalim članovima Eat-em (Eastern Alliance Treaty for Empowering Minorities), početi sa strategijskim vazdušnim napadima na Njujork u roku od nekoliko dana ili nedelja, ukoliko gradonačelnik Rudolf Đuliani ne zaustavi ono čto se može nazvati "sistematskim i brutalnim pokoljem etničkih manjina od strane njujorške policije".
"Verujemo da je vojna intervencija naša moralna dužnost - nastavlja Eat-em - upravo kao što su Sjedinjene države poslale avione u Irak i na Kosovo, gde su počinili neizmerne štete, često na račun nevinih civila. Oni su to učinili u ime ljudskih prava i isto to učinićemo i mi."
Reakcije na ovaj oglas bile su trenutne i predvidive. Klinton je održao konferenciju za štampu, na kojoj je osudio pretnje vođa Eat-em-a, nazivajući ih "besramnim" i potvrdivši da su "Sjedinjene američke države suverena nacija, te iako mi ne podržavamo postupke Đulijanijeve policije, niti Kina niti bilo koja druga nacija imaju pravo da intervenišu".
Ustanovivši da niti Klinton niti glavni predstavnici Kongresa nisu učinili ništa da bi protestovali ili zaustavili nasilje protiv manjina, funkcioneri Eat-em-a tvrde da su u više navrata pokušali da se sretnu sa Đulianijem. "Naši zahtevi bili su sistematski ignorisani. Očigledno je da je sila jedina stvar koju Đulijani razume."
Klinton je izjavio da je zaprepašten očiglednim nedostatkom razumevanja, od strane Eat-em-a, za oblik vlade Sjedinjenih država. "Mi se ne možemo umešati u opštinsku politiku na federalnom nivou - potvrdio je - Naša vlada ne postupa na taj način. Oni to moraju shvatiti."
Međutim, funkcioneri Eat-em-a su odgovorili da su SAD koristile iste te argumente kojima se sada protive, da bi opravdali bombardovanje Kosova. "Nije li licemerno navoditi humanitarne motivacije da bi se osvojila tuđa zemlja kada se istovremeno ignoriše etničko čišćenje koje se obavlja u sopstvenoj zemlji?", zapitao je Zao Ming Gaio, diplomatski portparol Eat-em-a. "Brine nas činjenica da će se napadi slični onima u Njujorku proširiti u masovnija etnička čišćenja u ostalim državama - rekao je Zao na konferenciji za štampu održanoj juče u Džakarti - Sjedinjene države imaju iza sebe najmanje 300 godina istorije sistematskih napada na manjine. Mi ne možemo mirno posmatrati ponavljanje slične nesreće, bez intervencije."
Citirajuci humanitarnu zabrinutost od strane Amnesty Inernational, koja je postavila SAD na vrh svetske liste prekršioca ljudskih prava, diplomati Eat-em-a radili su danonoćno da bi naveli Đulianija i njegovu policiju da shvate kakve su posledice njihovih postupaka. Rezolucija Eat-em-a navodi, kao još jedno opravdanje za svoju inervenciju, i nepotpisivanje, od strane SAD, internacionalnog dogovora za zabranu nagaznih mina.
Kinesko-koreansko-indo-pakistansko-afrička koalicija se požalila na činjenicu da SAD prekršava velik broj međunarodnih zakona, sa velikom zabrinutošću za posledice destabilizacije SAD, koja bi mogla da se ispolji u terminima bezbrojnih mrtvih, bespotrebnih patnji i svetskih ekonomskih nemira. Navodeći teoriju domino-efekta, korištenu od strane SAD u slucaju Vijetnama, portparoli Eat-em-a tvrde da neredi u Sjedinjenim državama mogu dovesti do "pada Severne Amerike". "Svima je poznato da je neodobravanje Kvebeka dovelo do oslabljenja kanadske vlade i da je donkihotska meksička ekonomija na rubu propasti - rekao nam je jedan funkcioner Eat-em-a, koji želi da ostane anoniman - Sad, uz alarmantan porast rasnih zločina u SAD i uz akcionarsko tržište koje se zasniva na ko zna čemu - možda na vazduhu? - politička destabilizacija SAD je pretnja za čitavu zemaljsku kuglu"
Na konferenciji za štampu u Džakarti, predstavnici Eat-em-a objavili su da su se našli na korak od ispaljivanja raketa na Vašington da bi eliminisali "buntovne republikanske političare koji su pretili da pretvore Klintonov lični fijasko u međunarodnu krizu". "Bili smo spremni da delujemo još onda - rekao je Zao - ali naši kontakti su nam osiguravali da će pitanje biti brzo rešeno". Prema dobro informisanim izvorima, Zao bi mogao da se poziva na top-secret kontakte između Eat-em i američkog izdavača Lerija Flinta, koji im je garantovao da će ubrzo biti rasprostranjene priče o republikanskim strastvenim ljubiteljima zabava, poput Bila Livingstona, izjednačivši tako nivo političkih rasprava.
Prošle nedelje u Pekingu, sastanci ministara Eat-em-a bili su usresređeni na ubijanje manjina od strane Đulijanijevih odreda. "Kako može nacija, koja se naziva civilizovanom i vođom slobodnog sveta, pasivno posmatrati brutalno maltretiranje svojih građana?" - zapitao je Ngomba Ensanti, afrički predstavnik Eat-em-a - Smatramo herojskim delima akcije onih koji protestuju i aplaudiramo zalaganju lidera poput Džesija Džeksona i Čarlsa Rengela. Ngomba se poziva na one Amerikance koji su izrazili svoju ozlojeđenost nakon poslednjeg etničkog napada kojem je dala maha Njujorška policija. Amadu Dialo, nenaoružni afrički imigrant masakriran je od strane grupe policajaca, koji su u njega ispalili 41 metak. Đuliani do sada nije učinio ništa da bi nadoknadio štetu Dialovoj porodici ili smirio ogorčeno javno mnenje. Čak šta više, definisao je akcije onih koji protestuju "reklamnim egzibicijama". Ensanti i ostali funkcioneri Eat-em-a su rekli da će naglo napasti, "tako da iznenade SAD" i podvukli su: "Nemamo ništa protiv americkog naroda. To su dobri i pošteni ljudi. Vodimo našu humanitarnu borbu protiv lidera odmetnka poput Đulianija, koji bi, što vredi pomena, uskoro mogao da postane kandidat i za viši polozaj.
Na pitanje o mogućim ciljevima raketa, portparoli Eat-em-a odgovorili su da će gađati samo "policijske ciljeve i Gradsku kuću Njujorka, koju je Đuliani već utvrdio protiv napada američkih manifestanata". Eat-em je takođe rekao da bi moglo biti i izvesnih "kolateralnih" šteta, koje će pak biti "minimalne, to jest nipta za pta bi Amerikanci trebali da brinu".
"Setite se - rekao je Zao - mi radimo na zaštiti američkog naroda, koji nam je prijatelj, i kome je potrebna naša pomoć".

1999, Air Raid Warning in New York

Imagine how you would feel if, on waking up, you read the following article on the front page of your daily newspaper.
Chinese government has announced today that they will, along with the other members of EATEM ( Eastern Alliance Treaty for Empowering Minorities) start strategic air strikes on New York within the next few days or weeks, unless the mayor Rudolf Giuliani does not stop what can be called "systematic and brutal slaughter of ethnic minotities by the New York police."
"We believe that a military intervention is our moral duty", continues EATEM. "Just as the USA sent the planes to Iraq and to Kosovo, where untold damage was done, often at the expense of the innocent civilians. They did it in the name of the human rights the same as we are going to do."
Reactions to this announcement were immediate and expected. Clinton held a press conference, where he condemned the threats of EATEM leaders, calling them "shameless" and saying that "the USA is a sovereign nation, thus although we do not condone the actions of Giuliano"s police, neither China nor any other nation have the right to intervene."
Having established that neither Clinton nor the main members of Congress have done anything to protest against or stop the violence towards the minorities, heads of EATEM claim that they have tried several times to meet with Giuliani. "Our demands have been constantly ignored. It is obvious that brute force is the only thing that Giuliani understands."
Clinton gave a statement that he was amazed at EATEM's obvious lack of understanding for the government in the USA. "We can not interfere with the council policy on a federal level", he confirmed. "Our government does not act that way. They must understand that."
However, heads of EATEM responded that the USA used the same arguments, against which they now fight, to justify bombing of Kosovo. "Isn"t it hypocritical to cite humanitarian motivation to conquer another country but at the same time to ignore ethnic cleansing in your own country?" asked Zao Ming Gaio, spokesman for EATEM. "We are concerned about the fact that the attacks similar to those in New York may spread and became mass ethnic cleansing in other states", said Zao at a press conference held yesterday in Jakarta. "The USA has at least 300 years old history of systematic minority cleansing. We can not watch on similar events taking place without intervention."
Quoting the concern of Amnesty International, which put USA at the top of the world list of those breaking human rights, diplomats in EATEM worked round the clock to make Giuliani and his police force understand what the consequences of their actions are. EATEM's resolution puts forward another justification for their intervention, namely that the USA has not signed the international treaty to ban land mines.
Chinese-Korean-Indo-Pakistani-African coalition complained about the fact that the USA is breaking a number of international laws, and said that they were concerned about the consequences of the destabilization of the USA, which would result in countless dead, needless suffering and world wide economic unrests. Citing the domino-effect, used by the USA in Vietnam, spokesmen of EATEM claim that unrests in the USA may bring about the "fall of the North America". It is well known that the opposition of Quebec caused the downfall of the Canadian government and that Mexican economy is on the brink of disaster", said one EATEM official who wished to remain anonimous. "What with the alarming increase in racial crimes in theUSA and the stock market based on who knows what, perhaps air, political destabilization of the USA is a threat to the whole world."
At the press coference in Jakarta, EATEM representatives announced that they were only a step away from firing rockets onto Washington D.C. to eliminate "republican politicians who threatened to turn Clinton"s personal fiasco into international crisis." "We were ready to act even then," said Zao. "However our contacts promissed that everything would be settled quickly." According to the well informed sources, Zao could claim top-secret contacts between EATEM and the american publisher Larry Flint, who guaranteed to spread rumours about the republicans who love parties passionately, like Bill Livingstone.
Last week in Peking all the meetings of EATEM ministers had as the main topic the killings of minorities by Giuliani"s forces. "How can a nation, calling itself a civilised leader of the free world, stand by passively watching the abuse of its citizens?" asked Ngomba Ensanti, EATEM African representative. "We consider heroic the actions of protesters and applaud the efforts of the leaders like Jessy Jackson and Charles Rengel. Ngomba praises those Americans who expressed their opposition after the latest ethnic attack by the New York police. Amadu Dialo, unarmed African immigrant was massacred by a group of policemen, who shot him 41 times. Giuliani hasn"t done anything so far to make it up to Dialo"s family or pacify the bitter public. On the contrary, he characterised the activities of the protesters as "self-advertising exhibitionism". "Actions like Giuliani"s, unless punished, will soread", said Ensanti. "It is enough to remember the horrific case of the black man in Texas who was tied to a track and dragged until he died, to realize what Americans are capable of."
Ensanti and other EATEM representatives said that the attack would be sudden "to take the USA by surprise," and they stressed: "We have nothing against American people. They are good and honest people. We will fight against such leaders as Giuliani, who, it is worth mentioning, could soon became a candidate for a higher position.
As an answer to a possible choice of targets the spokesmen said that they would only bomb "police targets and the New York City Hall, which was already fortified against possible attacks of the American protesters. EATEM also said that certain civilian damage is possible but will be "minimal and should not concern American citizens."
"Remember", sayes Zao "We are protecting American people, our friends who need our help."
