HYSTORY

By the decision of Novi Sad town Assembly, public enterprise "Zavod za izgradnju grada" Novi Sad (Bureau for Town Construction) was established on 1st September 1993 and its foundation act has determined the position, status, activities and other issues referring to Bureau operations.
The present "Zavod za izgradnju grada" originates from the Bureau for Novi Sad Public Service Development, established on 1st February 1958, and in certain sense it is Bureau's predecessor. After the end of the World War II Novi Sad was without public works, and commenced urbanization process and greater inflow of population have required the justified and organized preparing of municipal building sites.
In the meantime, the Bureau has often changed its form and name according to general socio-economic trends, but its role of Dealing with the activities of cession and preparation of municipal building sites Bureau together with other institutions take part in the development of Novi Sad as the big and modern urban center.

ACTIVITIES

The development of Novi Sad in the previous period has directly dtermined the position and role of the Bureau and thereby its activities.
These activities which essentially represent the irreplaceable conditions of the life in the town briefly could be ranged into three groups, such as:
- preparing building site,
- investments in the projects of social and individual communal consuption
- maintance of the projects of social and individual communal consuption
Preparing the building site comprises the following activities, pursuant to the Act on building site:
- preparing the proposals of the General Program of the Town development, annual, medium-term
development programs, according to the physical development plan and General urban development plan - all technical activities referring to granting the building sites for exploitation.
All the activities are realized by long-term,medium-term and annual plans adopted by the Town Assembly as the highest body of local goverment.

ORGANIZATION AND PERSONNEL STRUCTURE

JP "Zavod za izgradnju grada" is monotype organization and makes the economic business whole which consists of the following organizational parts:
- Techical department
- Legal department
- Financial-accounting department
The development and operation of JP "Zavod za izgradnju grada" greatly depend on the total working potential. Professional and skills structure of the emloyees in 1999 is very high as the university and advanced qualifications are present at 52,23% of the emplyees. The grduated engineers of construction, architecture, mechanics are prevailing as well as graduated lawyers, economist...
The director together with his associates manages the Bureau as well as the Business Board whereby the Town Assembly appoints the thirds of the members and one of the members are elected from the emplyees.

SOURCE OF INCOME FOR REALIZATION OF THE PROGRAM FOR PREPARING THE BUILDING SITE

JP "Zavod za izgradnju grada" provides the asstes for the main activities from the following sources:
- fee for building site preparation
- fee for exploitation of communal utilities of general interest,
- fee for building site exploitation
- fee for road exploitation
These assets are original incomes of the Bureau or town budgetary revenues. The original income of the Bureau is the fee for building site preparation and budgetary revenues are:
- compensation for building site exploitation
- compensation for exploitation of communal utilities of the general interest
- road exploitation fee
